Auditor Bank Global Kena Sanksi
Kepala Biro Hubungan Masyarakat Departemen Keuangan Samsuar Said mengungkapkan, auditor itu dibekukan izinnya karena dinilai melanggar Standar Auditing (SA) dan Standar Profesional Akuntan Publik (SPAP) dalam pelaksanaan auditnya di Bank Global itu. Pembekuan merupakan buntut dari kasus Bank Global.
Bank Indonesia sebelumnya membekukan usaha Bank Global pada 13 Desember tahun 2004. Saat itu, Bank Global terbukti melakukan pidana perbankan dengan memanipulasi data rasio kecukupan modal (CAR).
Sejak awal, ada dugaan kuat auditor Bank Global ikut terlibat karena mengesankan laporan keuangan yang dipublikasikan disusun sedemikian rupa bagusnya. Selama masa pembekuan izin, kata Samsuar, akuntan ini dilarang memberikan jasa audit apapun, meliputi jasa atestasi termasuk audit umum atas laporan keuangan, jasa pemeriksaan atas laporan keuangan prospektif, jasa pemeriksaan atas pelaporan informasi keuangan proforma, review atas laporan keuangan, serta jasa atestasi lainnya sebagaimana tercantum dalam SPAP.
Selain itu mereka juga dilarang memberikan jasa audit lainnya serta jasa yang berkaitan dengan akuntansi, keuangan, manajemen, kompilasi, perpajakan, dan konsultasi sesuai dengan kompetensi Akuntan Publik dan peraturan perundang-undangan yang berlaku.
Drs.Thomas Iguna juga dilarang menjadi Pemimpin dan atau Pemimpin Rekan dan atau Pemimpin Cabang Kantor Akuntan Publik, serta wajib mengikuti Pendidikan Profesi Berkelanjutan (PPL), dan tetap bertanggung jawab atas jasa-jasa yang telah diberikan.

Audit Keuangan
Jasa audit laporan keuangan merupakan pemeriksaan atas laporan keuangan yang disajikan oleh perusahaan, oleh independen Kantor Akuntan Publik (KAP) dengan tujuan untuk mendapatkan pernyataan pendapat mengenai kewajaran dalam semua hal yang material posisi keuangan, hasil usaha, perubahan ekuitas dan arus kas sesuai dengan prinsip akuntansi yang berlaku umum di Indonesia, dan dilaksanakan sesuai dengan standar auditing yang ditetapkan oleh Ikatan Akuntan Indonesia.
2. Jasa Audit Khusus (Special Audit)
Jasa audit khusus adalah pemeriksaan yang dilakukan sesuai dengan kebutuhan perusahaan. Jenis jasa audit ini dapat berupa audit atas pos-pos tertentu dari laporan keuangan, audit atas laporan keuangan yang disusun berdasarkan suatu basis akuntansi komprehensif selain prinsip akuntansi yang berlaku umum di Indonesia, audit atas informasi keuangan untuk tujuan tertentu dan audit khusus lainnya.
3. Jasa Review Laporan Keuangan
Jasa review atas laporan keuangan yang disajikan perusahaan dilaksanakan dengan permintaan keterangan dan analisis yang menghasilkan dasar yang memadai bagi akuntan untuk memberikan keyakinan terbatas, bahwa tidak terdapat modifikasi material yang harus dilakukan atas lapoan keuangan agar laporan keuangan tersebut sesuai dengan prinsip akuntansi yang berlaku umum di Indonesia atau sesuai dengan basis akuntansi komprehensif yang lain.
4. Jasa Kompilasi (Penyusunan) Laporan Keuangan
Kompilasi laporan keuangan perusahaan adalah jasa penyusunan laporan keuangan yang terdiri dari neraca, laporan laba rugi, laporan perubahan ekuitas dan laporan arus kas serta catatan atas laporan keuangan, sesuai dengan prinsip akuntansi yang berlaku umum di Indonesia, berdasarkan dokumen, catatan dan informasi keuangan lainnya yang diberikan perusahaan.
5. Jasa Atestasi
Untuk menguji keandalan suatu pernyataan (asersi) yang dimuat dalam suatu laporan yang dikeluarkan dan menjadi tanggung-jawab manajemen perusahaan atau pihak lain. Pengujian ini dilakukan melalui pemeriksaan, review dan pengujian berdasarkan prosedur yang disepakati bersama.

Perubahan Peraturan Jasa Akuntan Publik

Beberapa perubahan mendasar yang menjadi latar belakang diterbitkannya peraturan tersebut diantaranya adalah :
1. Perubahan Asosiasi Profesi Akuntan Publik, yang sebelumnya setiap Akuntan Publik berhimpun dalam naungan Ikatan Akuntan Indonesia-Kompartemen Akuntan Publik (IAI-KAP) sekarang berada di bawah naungan Institut Akuntan Publik Indonesia (IAPI);
2. Menegaskan kewajiban KAP menyampaikan laporan kegiatan dan keuangan yang lebih terinci sehingga dapat menunjang system informasi akuntan, akuntan publik, dan kantor akuntan publik yang sedang disusun.
Dalam Peraturan Menteri Keuangan tersebut terdapat pokok-pokok penyempurnaan peraturan mengenai pembatasan masa pemberian jasa bagi akuntan, laporan kegiatan, dan asosiasi profesi akuntan publik. Untuk pembatasan masa pemberian jasa bagi akuntan publik, sebelumnya KAP dapat memberikan jasa audit umum paling lama untuk 5 (lima) tahun buku berturut-turut kemudian dirubah menjadi 6 (enam) tahun buku berturut-turut. Mengenai Laporan Kegiatan, telah ditetapkan formulir baku laporan kegiatan beserta lampirannya (termasuk di dalamnya laporan keuangan KAP) yang di dalam peraturan sebelumnya tidak diatur. Selain itu laporan kegiatan yang sebelumnya hanya disampaikan KAP dalam bentuk hardcopy, saat ini laporan kegiatan yang akan disampaikan KAP harus dalam bentuk hardcopy dan softcopy.
Untuk asosiasi profesi akuntan publik, seluruh akuntan publik yang sebelumnya diwajibkan menjadi anggota IAI dan IAI-KAP, kini diwajibkan menjadi anggota IAPI. Asosiasi akuntan publik yang diakui adalah IAPI yang di dalam peraturan sebelumnya tidak diatur. Ujian Sertifikasi Akuntan Publik dilaksanakan oleh IAPI yang sebelumnya dilaksanakan oleh IAI. Sementara itu, Standar Profesional Akuntan Publik (SPAP) juga ditetapkan oleh IAPI yang sebelumnya ditetapkan oleh IAI-KAP.
Dari perubahan peraturan tersebut di atas, mungkin yang cukup melegakan bagi KAP dan akuntan publik-nya adalah perubahan Pasal 3 mengenai Pembatasan Masa Pemberian Jasa.
Berikut ini isi Pasal 3 dari Peraturan Menteri Keuangan No. 17/PMK.01/2008 tersebut :
(1) Pemberian jasa audit umum atas laporan keuangan dari suatu entitas sebagaimana dimaksud dalam Pasal 2 ayat (1) huruf a dilakukan oleh KAP paling lama untuk 6 (enam) tahun buku berturut-turut dan oleh seorang Akuntan Publik paling lama untuk 3 (tiga) tahun buku berturut-turut;
(2) Akuntan Publik sebagaimana dimaksud pada ayat (1) dapat menerima kembali penugasan audit umum untuk klien sebagaimana dimaksud pada ayat (1) setelah 1 (satu) tahun buku tidak memberikan jasa audit umum atas laporan keuangan klien tersebut;
(3) Jasa audit umum atas laporan keuangan dapat diberikan kembali kepada klien yang sama melalui KAP sebagaimana dimaksud pada ayat (1) setelah 1 (satu) tahun buku tidak diberikan melalui KAP tersebut;
(4) Dalam hal KAP yang telah menyelenggarakan audit umum atas laporan keuangan dari suatu entitas melakukan perubahan komposisi Akuntan Publiknya, maka terhadap KAP tersebut tetap diberlakukan ketentuan sebagaimana dimaksud pada ayat (1);
(5) KAP yang melakukan perubahan komposisi Akuntan Publik yang mengakibatkan jumlah Akuntan Publiknya 50% (lima puluh perseratus) atau lebih berasal dari KAP yang telah menyelenggarakan audit umum atas laporan keuangan dari suatu entitas, diberlakukan sebagai kelanjutan KAP asal Akuntan Publik yang bersangkutan dan tetap diberlakukan pembatasan penyelenggaraan audit umum atas laporan keuangan sebagaimana dimaksud pada ayat (1);
(6) Pendirian atau perubahan nama KAP yang komposisi Akuntan Publiknya 50% (lima puluh perseratus) atau lebih berasal dari KAP yang telah menyelenggarakan audit umum atas laporan keuangan dari suatu entitas, diberlakukan sebagai kelanjutan KAP asal Akuntan Publik yang bersangkutan dan tetap diberlakukan pembatasan penyelenggaraan audit umum atas laporan keuangan sebagaimana dimaksud pada ayat (1).
Pada awalnya, ketentuan mengenai praktek akuntan di Indonesia diatur dengan Undang-undang No. 34 tahun 1954 tentang pemakaian gelar akuntan yang mensyaratkan bahwa gelar akuntan hanya dapat dipakai oleh mereka yang telah menyelesaikan pendidikannya dari perguruan tinggi dan telah terdaftar pada Departemen Keuangan R.I.
Sejak tahun 1986, praktik akuntan publik diatur lebih lanjut oleh Menteri Keuangan selaku regulator bagi profesi akuntan publik melalui Keputusan Menteri Keuangan (KMK) yang terus diperbaharui hingga saat ini.
Keputusan Menteri Keuangan No. 423/KMK.06/2002 yang dirubah dengan KMK No. 359/KMK.06/2003 tentang Jasa Akuntan Publik merupakan KMK yang banyak mengundang perhatian dan pro-kontra dari para akuntan praktisi karena pada KMK tersebut pertama kali diperkenalkannya pengaturan rotasi bagi praktik Akuntan Publik di Indonesia.
Melihat perkembangan yang cukup pesat dari profesi akuntan publik, maka pemerintah selaku regulator memandang perlu melakukan pembaharuan peraturan yang berkaitan dengan praktik akuntan publik sehingga kemudian diterbitkan Peraturan Menteri Keuangan No. 17/PMK.01/2008 tanggal 5 Pebruari 2008 tentang Jasa Akuntan Publik yang diharapkan dengan terbitnya PMK ini dapat menciptakan pengaturan, pembinaan dan pengawasan yang lebih efektif dan berkesinambungan terhadap profesi akuntan publik dan Kantor Akuntan Publik (KAP) serta melindungi kepentingan umum. Bidang jasa KAP meliputi:

* Mempunyai paling sedikit 3 orang auditor tetap dengan tingkat pendidikan formal bidang akuntansi yang paling rendah berijazah setara Diploma III dan paling sedikit 1 orang diantaranya memiliki register negara untuk akuntan.
* Memiliki Nomor Pokok Wajib Pajak (NPWP).
* Memiliki rancangan Sistem Pengendalian Mutu (SPM) KAP yang memenuhi Standar Profesional Akuntan Publik (SPAP) dan paling kurang mencakup aspek kebijakan atas seluruh unsur pengendalian mutu.
* Domisili Pemimpin KAP sama dengan domisili KAP.
* Memiliki bukti kepemilikan atau sewa kantor, dan denah kantor yang menunjukkan kantor terisolasi dari kegiatan lain.
* Membuat Surat Permohonan, melengkapi formulir Permohonan Izin Usaha Kantor Akuntan Publik, dan membuat surat pernyataan bermeterai cukup yang menyatakan bahwa data persyaratan yang disampaikan adalah benar.
Untuk KAP berbentuk badan usaha persekutuan, selain persyaratan-persyaratan di atas, juga harus memenuhi persyaratan sebagai berikut:
* Memiliki NPWP KAP.
* Memiliki perjanjian kerja sama yang disahkan oleh notaris.
* Memiliki surat izin Akuntan Publik bagi Pemimpin Rekan dan Rekan yang Akuntan Publik.
* Memiliki tanda keanggotaan IAPI yang masih berlaku bagi Pemimpin Rekan dan Rekan yang Akuntan Publik.
* Memiliki surat persetujuan dari seluruh Rekan KAP mengenai penunjukan salah satu Rekan menjadi Pemimpin Rekan.
* Memiliki bukti domisili Pemimpin Rekan dan Rekan KAP.
KAP berbentuk badan usaha persekutuan dapat membuka Cabang KAP di seluruh wilayah Indonesia dengan izin dari Menteri Keuangan.

The Lie of "Do-It-Yourself" Accounting Software
Are you self employed or are you considering it? Do you handle the bookkeeping by yourself? Are you seriously considering buying accounting software? Before you tackle the challenges of bookkeeping, ask yourself the following questions:
- "What type of business do I have?"
- "If somebody approached me with a similiar business as mine, would I be willing to do their bookkeeping?"
- If the answer is, "No, I'm not willing to do their bookkeeping," then ask
- "Why not?"
Here's my first bet: you don't want to do bookkeeping for another company, even if it is the same type as your own.
Here's my second bet: the reason you don't want to do bookkeeping for another business is because you know you are inadequately trained for the job. What if you made mistakes? How does this sound: incorrect income taxes, incorrect sales taxes, and incorrect employment taxes? Don't forget the potential for penalties and interest on those incorrect taxes, and the time involved to file amended tax returns. And how about the pure embarrassment of going through all that? You shudder at the thought of it.
And yet this is exactly your position if you are not trained thoroughly in accounting principles, yet do your own bookkeeping.
Ask this question: "If I don’t feel comfortable doing bookkeeping for someone else, why am I doing my own?" How wise would you consider a business owner who found a plumber (or a lawyer, or a retailer, or whatever you are) to take care of the books to save some money? How well would that business do? How long would it last?
You've seen it, that popular accounting package in the membership warehouse store. Can you hear it, sitting patiently on the shelf? It whispers, “You need me. You don’t need to know anything about accounting to use me. Just think how much money I'll save you, and how easy I’ll make things.”
Be careful about falling for the “do-it-yourself” seduction. That well-known package doesn’t tell you several important things:
1. Which version? Software packages may list version differences on the back of the box, but you may not clearly understand what these differences mean, or more importantly, their ramifications for your unique business.
2. Getting it right? There no internally established system for double checking your entries, so you have no way to be certain you are doing them right. Even if you get the entries mostly right, ask yourself: is mostly right good enough for my business? Is mostly right the most profitable course of action? Is mostly right an acceptable defense in an IRS audit?
3. Substantial set-up. That box does not clearly state that there is potentially a substantial amount of setting-up that remains after the initial set-up "interview," and that this process involves unfamiliar terminology that isn’t clearly explained. This is especially true for product-based companies.
4. No tech-support. Most readily available packages are packed with terrific features at an incredible price, but something important may be missing: technical support. Be sure to factor this into your decision before buying.
5. Still need an accountant. The software box does not tell you that you still need an accountant. Far too many people, to their business’s detriment, make the assumption that having accounting software eliminates or greatly reduces the need for an accountant.
Ask yourself one final question: "Which does my business deserve: a plumber (or lawyer, or retailer, or whatever you are) taking care of the books, or a competent and caring bookkeeper?" The health and future of your business may depend upon your answer.
